Tom served as a Visiting Scholar at Stanford's Cyber Policy Center, partnering with global experts on policies to protect our children from both online threats and the threat of being online.

Tom voted to increase funding for the Internet Crimes Against Children task force and visited teams actively investigating and arresting predators in our communities.

Tom helped lead a groundbreaking team that prosecuted warlords for crimes against children, including rape, sexual slavery, and recruitment of child soldiers. The Special Court for Sierra Leone set new global standards for prosecuting crimes against children.

Tom voted to expand Community Oriented Policing to include more school resource officers and helped secure millions of dollars for area police and sheriff’s departments.

Tom is not afraid to take on Big Tech and other powerful industries. He refuses money from lobbyists and corporate PACs, and he lost his seat in Congress rather than back down to threats from the insurance industry. 

Tom is a vocal advocate for stronger protections of our kids and for opposing efforts for the federal government to preempt state laws that would protect children from harms of AI and related technology.

Make AI and tech companies liable for harm to kids. When a technology company builds a product that hurts a child, they should pay the price. Rules should make clear their legal obligation to consider protection of children in their designs and applications. 

Set age limits and school limits. Kids should not be handed products built for adults, and classrooms should be for learning. Congress should support local efforts to limit exposure to products based on age and needs for phone-free classrooms.

Support states protecting kids. Red states like Texas and blue states like New York have taken steps to protect kids and limit the harms of AI, but Congress tried to kill those safety measures with a ten-year ban on state AI laws—and Rep. McGuire voted for it. State protections should not be preempted unless replaced by a stronger national system of guardrails and liability protections.  

Protect kids from bullying and harassment. Bullying is older than the first schoolyard, but social media platforms have industrialized it—the cruelty follows a kid home, all night, at scale, by design. Tom will hold the platforms accountable for what they amplify and make sure targeted kids and their parents have somewhere to turn.

Tools for parents. Support the public and private tools that let parents see what an app is actually doing to their kid, find programming worth their kid's time, and set limits the platforms cannot quietly override.

Full support to law enforcement units dedicated to crimes against children, including internet crimes and human trafficking.

Require child safety standards for all apps, chatbots, and other products, and mandate that these companies put protecting kids ahead of maximizing profit in how they design them.

Consequences for Predators and Pedophiles, including all of those implicated by the Epstein class. Tom will support local, state, and federal efforts to prevent crimes against children and to prosecute those responsible for such crimes. Tom will fight for full release of the Epstein files and full accountability for anyone involved in the crimes or the cover up. For months, John McGuire’s signature could have unlocked the Epstein files, but he refused to join that bipartisan demand for accountability. He continues to refuse his signature to bipartisan efforts to hold accountable those inside the Epstein files and those who helped to cover them up.
